Norwalk is the value city of the Gold Coast. The 2026 town profile counts 92,187 residents, a median age of 41 and a median household income of $107,6161. U.S. News ranks it second in Connecticut and 479th nationally in its 2026 to 2027 Best Places to Live list2.
Its housing sits between Stamford's city mix and the detached suburbs east and west: 56 percent of its 38,129 homes are owner-occupied and 52 percent are detached1. The city has 42,297 jobs and 11,145 active businesses. Among adults 25 and older, 26 percent hold a bachelor's degree and 19 percent a graduate degree.

South Norwalk is the main station, with scheduled morning rides of 61 to 77 minutes (median 69.5) and 16 direct trains leaving between 6:00 and 8:59 AM on the weekday we analyzed; Rowayton was a little faster and Merritt 7, on the Danbury Branch, slower with few direct trains6. East Norwalk had no direct trains in the morning window.

Norwalk has four stations and they serve very different needs. South Norwalk (SoNo) had 18 direct morning trains to Grand Central between 5:00 and 8:59 AM on our sample Tuesday, with a median ride of 69.5 minutes6. It is also where the Danbury Branch joins the New Haven Line.
Rowayton had 8 direct trains taking 64 to 70 minutes, with a median of 66. Merritt 7, on the Danbury Branch next to the office park of the same name, had 4 direct trains taking 76 to 84 minutes, with a median of 82.5. East Norwalk had no direct trains to Grand Central in that window6.
Working residents average a 27-minute commute and 15 percent work from home, slightly below the state's 16 percent1. Most Norwalk residents commute somewhere, often locally. Buses include CTtransit's Stamford division, the Norwalk Transit District and the Coastal Link along Route 1 to Bridgeport and Milford1.

Property taxes in Norwalk
Norwalk taxes real estate by taxing district. For FY2027 the rate is 22.98 to 24.67 mills, depending on the taxing district: Rowayton (the 6th District) is lowest at 22.98, Districts 1 to 3 pay 24.63, the outlying 5th District 24.27 and the sewered 4th District 24.677. Cars are taxed at 22.95 mills citywide.

Norwalk's distinctive tax fact is its six taxing districts. The 1st, 2nd and 3rd Districts are the former city of Norwalk, the former city of South Norwalk and the former East Norwalk fire district. The 4th covers areas with sewers and city garbage collection, the 5th is the outlying area and the 6th is Rowayton, a former town with its own volunteer fire company, library, beach and garbage collection8. Districts pay for different services, so the rate on a home depends on its street.
Every district rate is built from a citywide core rate plus levies for fire, garbage and street lighting or the Rowayton levy8. Households in Districts 1 to 4 without city garbage pickup can apply to the assessor for a lower rate, 24.2310 in Districts 1 to 3 for FY20277. Your district is printed on your tax bill.
As an illustration, not a bill: each $100,000 of assessed value comes to about $2,298 to $2,467, depending on the taxing district a year at FY2027 rates. Connecticut assesses homes at 70 percent of market value as of the last revaluation and Norwalk is in year three of a four-year phase-in of its 2023 revaluation, so many bills are rising faster than the rate8. Ask the assessor for the actual assessment.
The single town-level figure on the state's rate table is Norwalk's business personal property rate, which applies to business equipment, not to homes. Do not use it to estimate a home's tax.
Cars are taxed at one citywide rate, 22.95 mills for FY20277. The city posts a 2026 question-and-answer booklet on the state's Circuit Breaker credit for homeowners 65 and older or with a disability9.

Norwalk Public Schools enrolled 11,292 students. The four-year graduation rate was 93 percent, above the state's 89 percent, while 37 percent of tested students met the math standard and 43 percent the English standard in 2024-25, against state shares of 46 and 50 percent1.
The city has four high schools11. Norwalk High and Brien McMahon are comprehensive schools with pathways and academies and students in each feeder pattern attend without a lottery12.
P-TECH Norwalk is an early-college high school where students can earn an associate degree in software engineering, web development or mobile programming13. The Center for Global Studies is an interdistrict magnet teaching Arabic, Chinese and Japanese14. Both admit by lottery12. Zillow's typical value was $676,84315. Census figures give a median owner-occupied value of $558,000 and a median gross rent of $2,0731. Things to do in Norwalk
A harbor-to-islands day shows Norwalk at its best. The Maritime Aquarium is at 10 North Water Street in South Norwalk17. From the Norwalk Seaport, a seasonal ferry runs out to the Sheffield Island lighthouse18; Sheffield Island is part of the Stewart B. McKinney National Wildlife Refuge19. For the 2026 season the cruise and lighthouse tour cost $42 for adults and $37 for children 12 and under, or $139 for a family four-pack of two adults and two children20.
For history, the Lockwood-Mathews Mansion Museum was built between 1864 and 1868 for LeGrand Lockwood. It is a 62-room Second Empire house of about 44,000 square feet, set in the 17.8-acre Mathews Park21.
Inland, Cranbury Park covers 227 acres, with an 18-hole disc golf course and a Great Lawn used for festivals21.
Norwalk neighborhoods
The Citywide Plan treats South Norwalk and Wall Street/West Avenue as urban mixed-use centers, East Norwalk as a transit-oriented area and West Norwalk, Cranbury, Rowayton and Silvermine as lower-density neighborhoods22. That wording comes from a summary of the plan and is TO VERIFY against the document.
South Norwalk (SoNo) is the urban core around the station and harbor, with apartments, restaurants and the aquarium. Wall Street and West Avenue form the older downtown to the north, a focus of the city’s revival plans.
East Norwalk sits near the beaches and is its own taxing district, with a station that had no direct morning trains to Grand Central in our sample. Rowayton is a village with its own station and its own taxing district23.
Silvermine takes in parts of Norwalk, New Canaan and Wilton. Artists began gathering there in 1908 around the sculptor Solon Borglum and others followed, forming an artists’ colony; the Silvermine Guild of Artists was founded in 1922 and its arts center sits on the New Canaan side24. Cranbury and West Norwalk are suburban, with larger lots. Shoreline streets need a flood check; read flood zones and coastal risk.
Beaches and parks
Calf Pasture Beach and Shady Beach share about three quarters of a mile of coastline, with volleyball, a skate park, a playground, a splash pad, a sailing school, bocce, basketball, a fishing pier and a clam-digging area25.
Residents park free at most city facilities if their car is registered in Norwalk and on the city’s Grand List and plates must be verified every year after April 125. Fees at Calf Pasture, Veterans Park, Taylor Farm and Cranbury Park apply from May 15 to October 15 and a non-resident weekday at Calf Pasture costs $48. Taylor Farm has a 4.5-acre dog park with two off-leash areas and resident-only parking in season. Dogs are not allowed at Veterans Park. Oyster Shell Park in South Norwalk has refurbished trails and an enclosed dog park that opened in 202521.
Dining and shopping
Norwalk has two downtowns plus a mall. SoNo is the aquarium-and-restaurant district and Wall Street/West Avenue is a designated mixed-use center22. The SoNo Collection mall is at 100 North Water Street, on the same street as the aquarium26. Luca’s Beach Kitchen runs the beach concession at Calf Pasture25. Healthcare
Norwalk Hospital is part of Northwell Health, which describes it as a 366-bed facility27. It was one of the Nuvance Health hospitals that joined Northwell when the two systems completed their merger on May 7, 20252829. Stamford Hospital is in the next city west; see the Stamford guide.

Norwalk’s history in brief
Settlers from Massachusetts bought the land in 1640 and 1641 and the first homesteaders came from Hartford in 164930. Norwalk was incorporated in September 1651, when the colony declared that “Norwaukee shall bee a townee”31.
British forces under General Tryon nearly destroyed the town during the Revolutionary War. By 1880 oyster farming dominated and Norwalk had the world’s largest fleet of steam-powered oyster boats. It was reincorporated as a city in 1893 and consolidated in 191330. The oysters connect that history to today’s harbor, islands and aquarium.
